			<content:encoded><![CDATA[<p>After weeks of assuming the Jacksonville Jaguars were going to trade down from the seventh pick in the first round of the 2012 NFL Draft, general manager Gene Smith did the opposite and traded up two spots and used the fifth pick to select Oklahoma State wide receiver Justin Blackmon.</p>
<p>The Jaguars gave up their fourth round pick (101st overall) to the Tampa Bay Buccaneers to move up and get their man.</p>
<p>Blackmon, the most promising wide receiver in this draft, caught 122 passes for 1,522 yards and 18 touchdowns last season at Oklahoma State.</p>
<p>The selection of Blackmon gives Jaguars quarterback Blaine Gabbert a revamped and, hopefully, much improved wide receiving corps. In addition to Blackmon, the Jaguars added receivers Laurent Robinson and Lee Evans in free agency.</p>
<p>Blackmon becomes the fourth wide receiver the Jaguars have used a first round draft pick on. However, unlike R. Jay Soward, Reggie Williams, and Matt Jones, Blackmon is not considered a major reach and is expected to be able to step right in and contribute on a major level.</p>
<p>Blackmon is expected to arrive in Jacksonville and face the local media today.</p>

			<content:encoded><![CDATA[<p>As we <a title="Jaguars Re-Sign Rashean Mathis" href="http://jaguarsjournal.com/2012/03/592/jaguars-re-sign-rashean-mathis/" target="_blank">wrote about yesterday</a>, the Jacksonville Jaguars re-signed cornerback Rashean Mathis to a one-year deal worth up to $5 million.</p>
<p>We now have the <a href="http://jacksonville.com/sports/football/jaguars/2012-03-07/story/rashean-mathis-signing-new-deal-jaguars-blessing" target="_blank">details of that contract</a> thanks to Tania Ganguli of the <em>Florida Times-Union</em>.</p>
<p>According to Ganguli, Mathis received a $1 million signing bonus, and his base salary for 2012 will be $950,000. The rest of the contract depends on Mathis reaching incentives based on the percentage of plays he participates in. As long as Mathis is healthy, he should be able to realize the full potential of the contract.</p>
<p>Mathis, who sustained a season-ending ACL injury in November, is happy to remain a member of the Jaguars and knows his future beyond 2012 depends on his health.</p>
<p>&#8220;What we decided on was the best for both of us,&#8221; Mathis told Ganguli. &#8220;Prayerfully, I&#8217;ll stay healthy, and we&#8217;ll be doing another interview next year.&#8221;</p>

			<content:encoded><![CDATA[<p>The Jacksonville Jaguars locked down one of their own before he could hit the open market as a free agent next week, re-signing cornerback Rashean Mathis to a one-year deal.</p>
<p>According to Tania Ganguli of the Florida Times-Union, <a href="http://jacksonville.com/sports/football/jaguars/2012-03-07/story/rashean-mathis-reaches-one-year-5-million-deal-jaguars" target="_blank">the deal is an incentive-laden one worth $5 million</a>.</p>
<p>Mathis, a Jacksonville native, was drafted by the Jaguars in the second round of the 2003 NFL draft, and is the team&#8217;s all-time leader in interceptions.</p>
<p>Mathis, who made the Pro Bowl in 2006, was having his best season since that time in 2011 before a torn anterior cruciate ligament ended his season in November. The fact that he is coming off an ACL injury is probably the reason the deal is for 2012 only, protecting the Jaguars in case Mathis cannot make a full recovery.</p>

			<content:encoded><![CDATA[<p>Now that the Jacksonville Jaguars have placed the franchise tag on kicker Josh Scobee, keeping him in Jacksonville through at least the 2012 season, we turn our attention to the players who will be able to test the market as unrestricted free agents once free agency opens up on March 13.</p>
<p>In our upcoming &#8220;Re-signing their Own&#8221; series, we will take a look at each player, and discuss whether we think the Jaguars should and/or will attempt to re-sign them.</p>
<p>With Scobee now franchised, the Jaguars have ten free agents that we will be looking at. They are:</p>

			<content:encoded><![CDATA[<p>The Jacksonville Jaguars may have applied the franchise tag to kicker Josh Scobee this morning, but don&#8217;t expect Scobee to sign the tender any time soon.</p>
<p>Scobee&#8217;s agent, Ken Harris, released the following statement:</p>
<blockquote><p>&#8220;Josh is obviously disappointed in the choice to use the franchise tender. While we have no plans of signing the tender at this point, we&#8217;ll see if the long-term contract Josh deserves can eventually be reached.&#8221;</p></blockquote>
<p>Both the Jaguars and Scobee desire to get a long-term deal done to keep the kicker in Jacksonville, and applying the franchise tag gives the team the extra time needed to work on that new contract.</p>
<p>It is also a smart move by Scobee not to sign the tender. He is not required to until July 15, and as long as he doesn&#8217;t sign the tender, his agent can negotiate with other teams once free agency begins. However, it also gives the Jaguars the opportunity to rescind the tender at any time if it&#8217;s not signed.</p>
<p>The bottom line is that this keeps Scobee in Jacksonville for at least the 2012 season. It costs a team two first-round draft picks to sign a franchised player away from another team, and it rarely happens with high-profile positions such as quarterback, let alone with kickers.</p>
<p>If a long-term deal isn&#8217;t reached by July 15, I fully expect Scobee to sign the tender, which would pay him upwards of $2.5 million for the 2012 season. I expect the two sides to agree on a multi-year deal before that time that will pay Scobee in that same range, but with the long-term security and up front money he desires.</p>

			<content:encoded><![CDATA[<p>NFL teams have until 4:00 p.m. today to assign the franchise tag to one player on their team. As of this writing, the Jacksonville Jaguars have yet to exercise that right.</p>
<p>The franchise tag essentially prevents a free agent player the team doesn&#8217;t want to lose from signing elsewhere. By tagging a player, the team must offer the player a one-year contract that ranks him among the highest paid at his position. The figure is based on the average of the top five salary-cap figures at each position over the past five years, and their percentage of the overall salary cap in each year.</p>
<p>Players who have been assigned the non-exclusive franchise tag, the most common, can negotiate with other teams, but the team who applied the tag has the right to match any offer. If they let the player leave, the player&#8217;s new team must compensate the former team with up to two first-round draft picks.</p>
<p>The player most worth the Jaguars using a franchise tag on is kicker Josh Scobee. Negotiations for a long-term deal have been going on for a couple of weeks, and the hope is the deal can get done without the Jaguars having to use the tag.</p>
<p>Another possible candidate might be defensive end Jeremy Mincey, who the team would also like to wind up signing to a new contract. However, if neither one has signed a new deal by the deadline, I would expect the team to protect their rights to Scobee first.</p>

			<content:encoded><![CDATA[<p><em>Sports Business Journal</em> has a Q&amp;A session up that Jacksonville Jaguars owner Shahid Khan did with their NFL writer, Daniel Kaplan. Khan answers questions regarding his desire to expand the Jaguars&#8217; brand overseas, marketing to next generation fans, and his thoughts on the tarps at EverBank Field.</p>
<p>One of the things that I found interesting was Khan&#8217;s statement that if you bring a child to a game this year, the child&#8217;s ticket is half price. This is one of the things he is going to do to build the future fan base of the Jaguars.</p>

<p>Jacksonville Jaguars running back Maurice Jones-Drew is nominated for the &#8220;Bell Cow&#8221; award, recognizing the best running back in fantasy football in 2011.</p>
<p>Jones-Drew, the NFL&#8217;s leading rusher in 2011, is nominated with Ray Rice of the Baltimore Ravens and LeSean McCoy of the Philadelphia Eagles.</p>
