If you throw him in and use him to run the wildcat he has proved he can, somewhat. The coaching staff the Jags had at the time couldn't have figured out how to use him, so it's a non-factor. A lot of teams with a durable starting quarterback take the same approach. Bouman was the logical choice because he has been with the team in previous years and was familiar with the offensive scheme. He's not as good as McCown, but due to his knowledge of the Jaguars playbook, is the best option should Garrard go down with an injury. Our best bet, however, is to pray Garrard can stay healthy for the entire season. He's maddeningly inconsistent, but he's out only hope until the Jaguars address the quarterback position in next year's draft.
